Perhaps someone can help me out here.

The spin was that this only happen in Cincinnati, but I heard one of the commentors say that Cincinnati is the center that handled all of the groups in the country that filed 501(c)4 claims.

Yep, it's the national office for tax exempt organizations. I helped organize a 501c3 here a few years ago and all correspondence went through Cincinnati.

Again, they are lying. True in the context of the IRS nationwide the people who did this were "few" - but the IRS employees who review 501c4 applications are "few."
