Illinois State Police say they’re trying to deal with a huge backlog of applications for Firearms Owner Identification cards.
The agency received more than 28,000 applications for cards during April alone.
That’s on top of an existing backlog of nearly 76,000 applications. The state police say they are dealing with a record number of applications.
State police are supposed to approve or deny applications within 30 days.
The agency says its understaffed due to budget cuts and is having trouble meeting the deadline.
Every month since December has seen a record number of Illinois residents applying for FOID cards. Officials say 31,249 applications were received in December. In January, 61,172 people applied for a card, and there were 56,078 applications in February. About 70,000 applications were filed in March.
Officials say the state police received 338,610 FOID applications last year.
A FOID card is required to legally own a gun in Illinois. The application to obtain a card costs $10 and is non-refundable. And the State Police only gets $3 of that fee to process the applications. Police spokesman Monique Bond said $6 goes to the Department of Natural Resources, while $1 goes to help fund a gun-tracking program.
The National Rifle Association in Illinois has complained about the backlog.
Lobbyist Todd Vandermyde has said the problem also affects current gun owners trying to renew their existing cards. The cards are valid for 10 years. The state sends gun owners a notice 60 days before the expiration date.
Some gun owners have waited more than three months to get their card, the State Journal Register reported.
The FOID card was created in 1968, by the FOID Act, as a way to identify those persons eligible to possess and acquire firearms and firearm ammunition in Illinois.
Why in hell should a gun owner identify themselves to a corrupt, unConstitutional, gun-grabbing regime?

So if you get 60 days advance notice to renew your card and it takes 90 days to get the card, are you in violation of Illinois law to own a gun during the gap and subject to state reprisal (prosecution)?

If state law specifies that the state is required to issue the card within 30 days of receiving a valid application, then although the statute does not specify a specific penalty for the state's failure to issue the card in timely fashion, the fact that an individual does not have a current FOID card on their possession would be purely a consequence of the state's unlawful failure to supply it. As such, prosecuting someone for the state's unlawful activity would constitute entrapment. That's not to say the state wouldn't try it and impose considerably legal expenses upon its victims, but that wouldn't make the state's actions even remotely valid even outside the RKBA issues.
Another thing to note is that unless things have changed, the statutes that require a FOID to acquire firearm or ammunition, or to transport an assembled firearm on a public right of way, specify that the FOID has to be current and unexpired, but, the statute that requires a FOID to possess a firearm on one's own property merely specifies that the FOID must have been previously issued by the Illinois State Police. Under an honest reading of the statutes, someone whose FOID expires would--unless or until it is renewed--not be allowed to purchase firearms or ammunition, nor transport firearms that were assembled, but would not be committing any crime merely by having the firearms on his own property, or by transporting them in a broken-down (disassembled) condition.
Oddly enough, if the Republicans in Illinois can continue to block a new bill, come June 9th, there will be gun freedom in Illinois. Hopefully there are private gun dealers just outside the state borders ready to rush in and sell guns and ammunition like there is no tomorrow.

In the corrupt, unConstitutional, gun-grabbing regime State of Chicagoland residents can't even buy ammo without a FOID card.
A few years ago nonresidents could buy ammo without a FOID card, but why feed the beast.
Technically, yes you are. Mayor Daley had the State Police notify the Chicago PD when a city resident FOID expired. They then got a knock on the door asking for their firearms.
A message to the few remaining conservatives in IL: take your state back. Ignore your state’s laws, they are not constitutional. Start killing the bastards that control the tyranny.
Where in the SECOND AMMENDMENT does it say you have to have a freaking FOID card???????
