i don't think you are on top of the topic ~ this is about State using a law we all knew about to tell this guy to quit exporting the specs for a firearm.

That particular firearm has been well covered in several recent FR threads ~ you seem to have not read them.

Get back to me when you have a basic understanding of the current topic and the several that preceed it.

They are using the International Traffic in Arms Regulations, which govern export of arms from the US. Per the munitions list, export of regular firearms is regulated. Also in that same document is:
(i) Technical data (as defined in § 120.10 of this subchapter) and defense services (as de- fined in § 120.9 of this subchapter) directly re- lated to the defense articles enumerated in paragraphs (a) through (h) of this category. Technical data directly related to the manu- facture or production of any defense articles enumerated elsewhere in this category that are designated as Significant Military Equip- ment (SME) shall itself be designated SME.
Since the Internet is global, putting manufacturing instructions on the net is an "export" of "Technical data ... directly related to the defense articles enumerated in paragraphs (a) through (h)", per their interpretation of the regulations.

They used the same approach to try to stop dissemination of PGP encryption some years ago.

http://www.freerepublic.com/focus/f-news/3016699/posts ~ and that has URLs to take you to sites where you, yourself, can download the technical instructions to manufacture this firearm on your own home 3d printer. 3D printers are NOT new, but they are much cheaper now. This one is $1500 ~ last time I looked they were all over $10,000 and used more exotic materials.

Technically, the diagram on post #34 of this thread would also count as “Technical data directly related to the manu- facture or production of any defense articles”. We’ll see if JimRob gets a letter from State Dept as well.

NDAA. Ask Col. Allen West about the “ramifications.” Please do so, and report back. Col.West and Gov. Palin are favorites, as you well know. What many here do not know, is that both of their current favs, are well on-board with this crap.

Well, let’s see.

1. The Feds essentially declare war on the most patriotic and law-abiding segment of the population.

2. Feds downgrade military, while militarizing every other branch.

3. Feds order enormous amounts of hollow-point ammo, weapons, armored vehicles for non-military .

4. Feds attempt to regulate and criminalize practically everything.

5. Feds intrude into education and media, turn it into indoctrination.

6. Feds intrude into healthcare, begin to destroy it.

7. Feds intrude into economy, systematically undermine it.

8. Feds systematically undermine the Bill of Rights.

9. Feds systematically attempt to confiscate guns form law-abiding citizens.

10. Feds sieze simple, downloadable plans to make a gun at home.

11. Feds begin creating laws allowing control of internet, with contingencies for shutting it down in crises.

12. Fed develops unique attitude towards crises.

Dear gun grabbers, Good luck putting that cat back in the bag.

They don't care about putting this particular cat back in the bag. They want to ensure that this guy does not continue his development efforts, and discourage others from developing and disseminating directions for how to make fully-functional easy-to-make firearms on the internet.

Look for the next step to be indictments under ITAR for others who put manufacturing instructions on the net for things like AR lower receivers. Also, they will try to regulate 3D printers. Perhaps they will try to force makers to require any design to be uploaded to a central site, where it will be digitally signed and stored, thus removing people's ability to anonymously make things that the govt disapproves of.

I have the .stl files for all the parts to be interpreted by the printer but no drawings in a graphic format...

stl's are one of many modeling formats, check out: MeshLab, a free and open source cross-platform application for visualizing, processing and converting three-dimensional meshes to or from the STL file format.  works sweet!  here's the grip.stl file screenshot:
