If the parents can afford the chalk, they can afford the fine. They could pull
the carpet from their floor and let the kid draw there.
That would be acceptable.

Now wait, wait just a minute here. Shouldn’t it be apparent that the girl had no intention of doing anything criminal, that is no malicious intent? It was drawn on public property, no one complained, and it wasn’t permanent. Now take those cuffs off and put that bullet away.
