On Aaron Klein’s weekend show on New York City’s WABC radio, Oklahoma Republican Sen. James Inhofe accused the Obama administration of buying up ammunition at an unprecedented level to bypass the Second Amendment so gun-owners “can’t even buy ammunition because government is purchasing so much.”

“Let’s make sure that your audience out there is aware, Aaron, that our president, Obama, has been doing everything he could to stop the private ownership of guns in America,” Inhofe said. “You know that, everyone knows that. And yet he’s been voted down in a big way by a large majority. And so my feeling is that he’s doing this to buy up [ammunition] so that we can’t buy: Honest, law-abiding citizens here in the United States, like my son, can’t even buy ammunition because government is purchasing so much.”

Inhofe explained to Klein he is working to introduce the Ammunition Management for More Obtainability (AMMO) bill that will limit “non-defense, armed federal agencies to pre-Obama levels of ammunition.”

“It’s designed to have the GAO (that’s the Government Accounting Office) inventory — not the Defense Department, but all other departments that use weaponry — as to what they’re doing in terms of the amount of ammunition that they have bought to dry up the market for honest, law-abiding citizens,” Inhofe said.

The Oklahoma Republican called the buy-ups intentional and referred to testimony last month from Nick Nayak, the Department of Homeland Security’s chief procurement officer, who said DHS has the right to buy up the ammunition.

“I believe it’s intentional,” Inhofe said. “Now we had someone testify the other day the DHS, the Department of Homeland Security, has the ‘right’ — this is a bureaucrat that said this — they have the ‘right’ to buy as much as they want, and they’re planning to buy 750 million rounds. Well, that is more than three times the amount that our soldiers are using for training to defend our nation. So, it’s just another effort to restrict gun activity and ownership. We have in this country the Second Amendment, that preserves the right to keep and bear arms, and the president doesn’t believe in that.”

Inhofe was skeptical of theory that the ammo buy-up was an effort by DHS to seize power from the state, as some have suggested, but did say it was unprecedented and shouldn’t be allowed.

“This has never happened in this country before,” he added. “We’ve never had government trying to take that much control at the expense of the law-abiding citizens. And we’re not going to let it happen.”

Ways to block exercising the 2nd Amendment

How do you get around the 2nd Amendment if you can’t get the desired restrictions
through Congress right now, why just get all the ammunition manufacturers to
contract and delivery commitments that will greatly reduce the availability to
the public! If you want to attempt to do this under the radar and public scrutiny, use
almost very small numbers in your survey of ammunition manufactures. Remember,
DHS has already locked these manufacturers into delivering 1,600,000,000
rounds to our domestic security organization! ......What, are they expecting
armed riots? Initially it appears that if you can’t get ammunition, you can’t shoot
a gun and therefore your ability to exercise the 2nd Amendment is a moot point!

By the way, when and if ammunition manufactures enter into any agreement, they
are then bound by a higher entity than Cabela’s, Dick’s, CheaperThanDirt, or
Walmart to deliver ammunition, therefore blocking the most important part of these
weapons.

Many think the great increase in sales of weapons has caused the shortage and
that soon ammunition will be again plentiful. That might be true, if it weren’t that many
entrepreneurs seeking to get into ammunition manufacturing by buying the needed
equipment from China to make the rounds, has been blocked, and you guessed it,
our own government!

Another interesting aspect of the apparent government effort to use backdoor
tactics to control arms within within the US, was taken by the government controlled
lackey, General Electric (Financial Services) to refuse loans to very qualified arms
dealers for the purpose of expansion of their businesses, or the purchase of more
stock (they certainly can’t use the excuse that the market is soft!). Jeffrey R. Immelt,
the chairman and chief executive of General Electric Co. was tapped by
President Barack Obama as his next top outside economic adviser.

The Department of Homeland Security has released a market survey asking
companies if they are able to provide 2 million rounds of ammunition within
a short time period, increasing concerns that the federal agency is continuing
its arms build up in preparation for domestic unrest.
With the DHS already having committed to purchasing over 1.6 billion bullets
over the course of the last year, a “request for information” on “reduced hazard
training ammunition” posted on the FedBizOpps website quizzes bullet
manufacturers on how fast they can supply large quantities of ammo;

- Are you capable of producing large quantity orders of any training caliber
specified with a short turnaround time of 30-60 days?
- What would your lead time be for an order of 2 million rounds of a single
type listed above?
- If you were awarded a contract for some of the calibers listed above,
submitted a production lot of one million rounds and that lot or portion of
the lot was not accepted, would you be able to replace that order with an
additional one million rounds within 60 days?

The DHS’s apparent urge to find companies that can supply them with millions
of rounds of ammunition within a short time frame will do little to calm concerns
that the federal agency is making contingency plans for riots or some form of
social dislocation.
The federal agency’s need to find companies that can commit to manufacturing
large quantities of bullets quickly also lends credence to claims made by a
firearms manufacturer who called into the Michael Savage show in March that
the DHS is trying to exhaust ammunition supplies as part of an end run around
the Second Amendment.
Ammunition is becoming increasingly scarce, with gun stores across the nation
forced to resort to bullet rationing in an attempt to satisfy as many customers as
they can, while some police departments are having to barter between
themselves to meet demand.
The market survey also indicates that the DHS is interested in purchasing
ammunition that will safely fragment when fired against an “armor steel plate,”
which will only serve to stoke fears that the feds are gearing up to use the
ammunition in an offensive manner.
Despite official denials backed up by unquestioning media reports that the DHS
is buying an abnormal amount of bullets, the Government Accountability Office
announced earlier this week that an investigation of the purchases is “just getting
underway.”
