before Congress agreed to conduct real hearings on Ruby Ridge and Waco....When did that happen? seriuosly. Who got jailed? All I remember is that the FLIR expert analyzing the Waco tapes had a suddenly convenient heart attack and died before issuing his report.

OK.. compared to the initial hearings they were "serious." I do believe however that the hearings saved Weaver from being sent to prison -- and I believe that some Davidians were saved from prison terms also.
IIRC Weaver's visitor who apparently was the one who killed the Marshall in the gun fight (where the Marshals killed Weaver's 14-year-old son) was also saved from a prison term.
