If they're going to do this thing they need to first get a whole list of concessions from Mexico—the only beneficiary this deal. These concessions would come in the form of a treaty. For every Mexican given U.S. citizenship an American citizen should be given U.S.-Mexican dual citizenship. If 12 million Mexican get U.S. citizenship, 12 million Americans get dual citizenship. These dual citizenships would be attractive to anyone doing business in Mexico, to retirees wishing to live in Mexico, to frequent tourists, journalists, etc. They could be auctioned off to the general public.
Another concession would be for Mexico to pay for the construction and maintenance of half of the border security fence. They should agree to move the border south to enhance security in certain areas.
