Maybe a third trust fund for welfare losers who like to bomb innocent people participating in marathons can be set up.... There's lots of potential terrorists out there -- would hate to limit tax dollars ONLY to Chechneyans who want to kill us... /s

But first the foreign student/parasite/border-crosser has to fill out a govt form certifying that they are actual terrorists and have bomb-making skills.

Can’t have the govt handing out tax money if the recepients are just gonna hang around and do nothing (cackle).
