Given the Benghazi deaths, and also another FR thread which indicates that the Obama administration was officially warned of a possible terrorist attack before the Boston tragedy, and also Internet chatter suggesting that the FBI had interviewed alleged bombers but let them go, I'd say that the Obama administration is incompetent to reasonably respond to that "3AM" call.
BOMBSHELL: Saudi Arabia warned the United States IN WRITING about Tamerlan Tsarnaev....

They did not try because that was the plan.
US embassador is captured by Taliban. Obama, as per the plan looks tough and gets him released. Tough against Muslims, automatic re-election.
BUT something went wrong, true American patriots in the form of Navy Seals showed up.
Things went NOT as per Obama/Hillary plan. Terrorists decided to just go for broke and killed everyone they could find.
Obama wins anyway....... :o(
