I have a neighbor who is a former Detroit cop who has a couple of interesting old school ideas to help lessen the police presence on the street and reduce potential for conflict. Basically its a return to the civil defense method.
He suggests people getting to know their neighbors and choosing a few to go door to door asking to take a quick look. They wouldn’t report anything they find to police that isn’t directly related to the manhunt. They wouldn’t have authority to search without permission but if they know their neighbors, they’ll notice if one is acting oddly.
