Money talks; if a location thinks any group will spend more than the “regulars” they’ll welcome them. Here in NJ they used to have a black fraternities congregate in Belmar for an annual occasion, but when it started hurting them in the pocket the welcome mat was rolled up. Another town with nothing to lose (Asbury Park, I believe) invited the fraternities to use their site.
Same with Freaknik in Atlanta.
