It’s an old term, not racial or ethnic in nature. It refers to terrorists with no known terror associations, nothing even questionable, and with completely legitimate, “clean”, documentation. Not sure these guys would completely qualify, the associations were there and known to ther Russians, and they were known to US authorities as well. As pure as driven snow to the authorities, and able to travel at will.
