If that's true, it's true in the same way that "nothing in this bill will force you to give up your health plan" was true. The fact that it was inevitable was simply an unstated but very intentioned result.

However, it would certainly be more true to say that the ammo itself, not the ammo purchases, is what is intended to be "aimed at civilians".

Assuming their low-ball number of 750,000,000 rounds over 5 years:

150,000,000 rounds per year

70,000 Armed DHS Agents means an average of 2140 rounds per agent per year

Assuming a 2080 hour work year means an average of about 1 round fired for every single hour on the job. About 1 handgun mag for each and every work day. I HIGHLY doubt any cops or even military practice that much.
