The whole family was on welfare when they came to the US. Why did they get admitted as immigrants when they were penniless and had no marketable skills?

And yet both parents returned to their home nation without ANY persecution, arrest, torture or anything else.
We grant political asylum to people who supposedly would be subject to a great deal of harm from their gorvernment if they were to return home.
All they need to do is claim refugee status and they immediately qualify for welfare benefits.
