In perspective, the Expeditionary Fighting Vehicle (EFV) is slated to cost $15.9b *for development*. That is, after spending almost $16b, we will have no vehicles, just plans on how to make them. By spending a lot more money.

They know that politicians, the public, and lobbyists will *always* “fight to keep the meat”, but if the bureaucrats foolishly offer to cut the fat, it will be cut, and more than they can tolerate. And they will lose funding for much meat as well.
