There has been no info on the guy who tackled him and that he had been acting suspiciously. I talked with a good friend who heard a Boston interview right after the explosions. The guy tackled him because he heard him say “Did the second one go off?” I have been trying to find this to verify but have not found anything.

You do have to be a little careful here. If I had been there, and heard a second explosion, I could easily imagine myself saying “Did a second one go off?”
That one little change (from “the” in your quote to “a” in mine) makes all the difference.
Now if the tackler clearly heard the word “the,” that’s a different matter, of course. And if the second one went off AFTER he said it, I’d have tackled him too, and probably be on Hannity saying so to anyone who’d listen.
