Was Bush impeached when Jose Padilla was tried in a civilian court? If not, why the double standard?

I'm usually up for a good public hangin’, but as I understand it, the guy was a naturalized U.S. citizen. We can argue about the naturalization process and how this guy qualified, but the decision to treat him as a citizen appears appropriate.

Was Bush impeached when Jose Padilla was tried in a civilian court? If not, why the double standard? Frustration, I believe. They know very well that even if the terrorist was not a citizen on the US, Zero would still make the same decision.
