The CSTs did NOT exist in 1993 at the time a WACO. They came latter in the Clinton administration. Also, CSTs are NOT traditional armed troops. They are WMD evaluation and advisory personnel.
Please do not make the mistake of tying them to that screw up at Waco. That was an abuse of the military force even if they were under state control (which is questionable). CSTs are under Title 32 (State) and not Title 10 (Federal).
Waco (under Bill Clinton) was HOUSE CLEANING and nothing more.
The only two law enforcement offices that were killed at Waco were the two former Clinton Bodyguards, and they were killed by ‘friendly fire’.
Clinton was cleaning house of anyone who was going to talk about his Arkansas days, and sending a message to everyone else.
I don’t really care what you call them or when they were established. There were military advisors of some flavor there. Supposedly, they did nothing but “advise.”

Very telling post, now that we find out that ‘Suspect #2’was UNARMED....they found NO weapons either on the boat or evident of anything in the boys apartment.
