the video of the naked guy is not the brother. it was someone else that police thought might involved. They had him strip because they were not sure who he was. They let that guy go. He was in the wrong place at the wrong time.

At some point, they will remove the tubes and ventilator. If he did have a tracheotomy, they can remove it or provide a cover. Unless he had his vocal cords damaged beyond repair: he will speak. If not, he can write. They even have computer vox programs that run on eye movement. Hell, he can blink once for yes and twice for no, if it comes to that.
