If he was the target, they would have just shot him. Not tried to kill him with pressure cooker bombs. Those bombs were designed to injure and terrorize.
They can easily be another terrorist related cell. Maybe they were trying to figure out what the Chechens were up to. Or perhaps they were going to be activated if the pressure cooker Chechens failed.
