Several possibilities:
1) He escaped before all the LEOs arrived,
2) He’s still there, hiding with help from a friend(s),
3) He was outside perimeter before they set it up, and escaped.

If he fled on foot I’ll betcha he broke into someone’s house and holding them hostage.
