The chance of someone in MA being armed in a public area is extremely low. Ergo, violent criminals are not likely to be forcibly opposed. Having weapons at home is useless in detering public violence. MuttTheHupple’s comment is quite reasonable.

Actually, it isn't. Granted, MA is not a shall-issue state, but that just means that issuance is at the discretion of the local police chief. Outside Boston and Cambridge, most police chiefs are quite rkba-friendly. There are a *lot* of CC permit holders in MA.
