The issue is that the other side isn’t stupid. The “fly paper” strategy worked for a while, till the other side realized that there are tons of targets in the mainland USA.
Plus, the flypaper strategy isn't in use any more. We completely left Iraq, and Afgahnistan is now a mess. We don't have a leader focused on stopping Islamic terror any more, he's more interested in public relations to make the middle east look non-threatening. Plus, no one ever said we have no domestic threat due to aggressive action oversees. If the leaders of the terror are focused on those targets, and also kept on the run, it greatly lessens the chances of attack here.
