Perhaps you haven't heard the state troopers "escorting" folks back to their homes if they leave. No they're not. Neighborhoods have been evacuated and those who want to return to their homes are being escorted.

Yes, they are. The troopers are even saying as people come out, "unit xxx escort that person back inside, etc".
