The file stated that the individual is “linked to the Boston bombing” and was to be processed for revocation of his visa based on national security grounds, the congressional source revealed.

Could have something to do with the fact that the guy's Facebook page had a group photo in which the two suspects whose photos were released by the FBI today appear to be included.

So they knew each other, which doesn't necessarily mean that Rahman was in on the bomb plot.
