How do you decide who gets what when there is a limited supply? I’m sure one would decide to give it to the fellow who would pay the most not by the cut off his jib alone.
If you wish to distribute ammunition you own based on “the cut of someone’s jib,” rather than price, then you should be free to do so.
Or free to not do so.
