I don’t think the cell towers were shut down, I think they effectively underwent a de facto DDOS “attack” from everyone immediately trying to call in and out, such that the towers were completely overloaded.

System overload makes more sense. I saw of one cell phone that did not work for a secondary source so I now question it.
