In this pix the two of them are less than 1/2 block away from bomb #2 - Bomber #2 probably passed Bomber #1 who was waiting for him farther down the block so they both could get out of the area but not leave with them being side by side. The flag on building is about the area where bomb # 2 went off.
It could be that just before bomb #1 went off bomber #1 went down further than bomb #2 area while bomber #2 planting bomb #2 (probably had already made to site #2 before the bomb #1 went off) - Bomb #1 goes off (maybe when bomber #2 made call?) and 15 to 20 seconds later so does bomb #2.
