Posting that it is shopped is totally pointless without something to back up your claim.
If you enlarge the photo you will see that there are some uncharacteristic JPEG compression artifacts around the head of the guy #2. You do not see the same around other people who have the same brick wall as background. But you see it on some high contrast items, like white lettering on a black sweatshirt.
If this is a Photoshop job, it is pretty bad. A good mask would need only a pixel or two on the boundary of the pasted image. But chances are that it is NOT a Photoshop job, just because of one simple reason - where would the high resolution picture of this guy come from? It is better than surveillance cameras' frames, and it has more details, and it depicts a different view, more to the front. A convincing fake could be made if an artist paints the face, in colors, from a slightly different vantage point - and then you take a photo of the picture and paste it. But that would be quite a hassle to do, and why would *anyone* do that if he is to be certain that FBI will want to have everything that relates to that photo?
