um...

here is a quote from the article you posted:

“Starting in 2003, orders of 50 million and 225 million .40 S&W hollow point ammunition totaling 275 million rounds were purchased. After the expiration of the five year contracts in 2008, ICE purchased an additional 575 million rounds of .40 S&W hollow point ammunition with two separate orders (200 million and 375 million). Now, with the expiration of the 2008 contract, ICE has ordered a maximum of 450 million rounds over the next five years.”

so they DID buy the ammo.

You said they didn't buy the ammo.

The article inserted the straw man word “unprecedented” when debunking that portion of the story.

Yes, they are law enforcement agencies and need ammo. Not shocking. The Breitbart article was debunking the idea that DHS was buying some unusual or scary amount of ammo - which had led to a rash of dopey conspiracy theories (particularly at places like InfoWars). In the information age we are in, news, even the most blatantly nonsensical, spreads like wildfire and tends to feed the imagination of the deranged and conspiratorial folks. DHS has a responsibility to debunk this stuff as soon as they see it. Napolitano was wrong not to do so, and is an idiot for acting surprised that people believed silly claims on the internet.
