Let me play the devil's advocate:

They have nothing.

Think of it - what would you do? If you had nothing, you'd put out a slow drip, drip, drip saying you had something. The hope being that someone will get nervous and make a move that gives them away.

I doubt they have nothing. It was the most heavily photographed place on earth that day. Hundreds of street cameras, thousands of cell phones cameras, News Crews, and hundreds of regular cameras. It would be impossible to have nothing.

yeah, but, there are according to reports, lots and lots of web cams in that area.....it seems reasonable that whoever left the bag would have been recorded...

they're playing games, alright, but maybe for good reasons....
