This sounds like a lot of legal parsing. No one has been "arrested" or is in "custody." It could be that they are holding and questioning someone as a "witness" to what may have happened. No charges have been levied so it was not necessary to read them his Miranda warnings.

They could be using the time to go after some additional information on this guy and his connections. They could be raiding his apartment, looking at his passport files, etc.

Personally, I think they have the guy (s) and are now gathering the information to charge him. The leaked information was "true," but it was premature.
