CCRKBA pulls support for Manchin-Toomey

The Citizens Committee for the Right to Keep and Bear Arms announced this morning that it has withdrawn its support for the Manchin-Toomey alternative background check measure because a key amendment for restoration of firearms rights is not being considered.
CCRKBA Chairman Alan Gottlieb advised Examiner by telephone that, Our support for this measure was contingent on several key provisions, the cornerstone of which was a rights restoration provision that is not on the schedule for consideration
But it appears the Democratic leadership in the Senate was opposed to letting this important consideration come up for a vote, he said. We told everyone including a number of senators, that while there are many pro-gun rights provisions added to the main body of the bill, our support was contingent on this additional amendment coming to the floor. When we say something, we mean it.
Gottlieb came under fierce criticism earlier this week for revealing that he had a hand in crafting the alternative background check measure, sponsored by Senators Joe Manchin and Pat Toomey. The National Rifle Association and National Shooting Sports Foundation (NSSF) continued to oppose that proposed substitute, which was intended to replace the original background check bill sponsored by anti-gun Sen. Charles Schumer.
In a statement, CCRKBA noted that, Rights restoration has been withheld from American citizens for more than two decades, ever since Schumer when he was still in the House of Representatives successfully strong-armed a provision to withdraw funding for rights restoration investigations by the Bureau of Alcohol, Tobacco, Firearms and Explosives.

Gottlieb seems to be a bit of a shyster. I don't recall any earlier remarks about the support being contingent on certain amendments being passed first, and I don't read the contents of the amendments, either THEN (when support was announced) or now. My recollection is the support was unconditional, and now he says he told everybody it was conditional? BS.

So here comes the Grassley and Cruz bill, including lots of federal spending (excerpted "summary" text):
National Project Exile Expansion. Provides $15 million per year for 3 years for more Assistant U.S. Attorneys and Alcohol Tobacco and Firearms agents. Applies to fifteen jurisdictions with highest violent crime rates and three tribal jurisdictions with highest rates.
Cruz Task Force. Task Force and $10 million per year for 5 years to prosecute felons and fugitives who try to get guns. Created task force and proposes funding of $10 million per year for five years to prosecute felons and fugitives who fail National Instant Criminal Background Check System (NICS) funded through the Asset Forfeiture Fund.

Addresses mental health.
Increases resources for mental health.
Reauthorizes Mentally Ill Offender Treatment and Crime Reduction Act. This provides $40 million per year for five years for mental health courts, crisis intervention teams, veteran treatment courts, police academy curricula, and transitional services in prison.
Allows Byrne and COPS grants to be used for mental health purposes.
Gives states incentives to provide mental health records to NICS federal database.
Reauthorizes NICS Improvement Amendments Act grants at $20 million per year for 5 years, so states can implement systems to report these records.
