Well, I’m pretty sure they are two different colors, which would mean two separate pcbs.
Green is by far the most common pcb color, but there are lots of blue ones as well.
Some boards have a different color on the solderside than on the component side.
The jagged edges seem to match well, perhaps this is a case of a board using different colors.
