Maybe, but the reason I would tend to think no is that if you look at the bigger picture:

you can see that this group of people at this time is a bit away from the bomb location (the yellow dot)(the two guys are at the bottom right of the big photo).
In another photo, at some other point in time, when the crowd is much thinner, these two guys with the bags have moved about 100 feet to be very close to yellow dot location. I would not assume that this particular Asian woman also relocated 100 feet to be at the bomb site.
