That’s a towel. They do that for booking photos in several counties around here. If a perp has neck tatoos it hides them. They do it to everyone.
That’s strange that they would want to cover up these CRIMINALS identifying neck tattoo features. Is there a reason for it? I’m going to guess the ACLU is somehow involved...
