This cannot be the first bomb if the bag is suspect to be the device. Look @ the video of the first bomb it in close proximity to the buildings!
Some one mentioned low impact explosive?
Look @ the fireball from the second blast and say low impact!
The picture is in the area of the second explosion. The bag has water bottles, probably...woman is holding some. Post mortem shows the second bomb was behind the barricades.
