Brent, your concern is touching I'm sure, however misplaced and hand-wringing it may appear.
Anyone with rudimentary knowledge of the instant circumstances surrounding the internment episode would also be aware of the very real security threat to west coast cities, infrastructure, and defenses at the time.
The fact that there were active Japanese spies and other fifth colum subversion is a matter of historical record.
Leaving aside for the moment those cases on the mainland, the Imperial Navy was kept abreast of all US Naval dispositions in/out of Pearl both pre- and post- Pearl Harbor by same.
While it's certain that many, if not most Americans of Japanese descent at the time were not acitively working toward our defeat, it's also certain that many a blind eye was turned out of deference to old loyalties.
With the benefit of hindsight and the luxury of time to chart the course, a more equitable and precisely targeted alternative to the 40s internment scenario could surely be devised.
But that most certainly does not negate the fact that there were thousands of people in this country, under color of citizenship, for whom loyalty to the Emperor superceded our Constitution.
