WASHINGTON As a crucial series of gun-control votes approaches in the Senate, lawmakers on Capitol Hill are suddenly preoccupied with one question in particular: when is Frank Lautenberg coming back?
Mr. Lautenberg, a New Jersey Democrat and the oldest member of the Senate at 89, has been out for weeks dealing with health complications from cancer treatment.
But with Democrats scrambling to come up with enough votes to overcome resistance to the most sweeping gun-control legislation in a generation, Mr. Lautenbergs presence (or absence) is shaping up to be critically important.
Aides insist that Mr. Lautenberg, who has been undergoing physical therapy for weeks, will try to get to Washington once the voting begins on the assortment of gun-safety measures, which are expected to come to the floor in the coming weeks.
Mr. Lautenbergs aides say he is eager to return, particularly given that he introduced an amendment to ban high-capacity ammunition magazines.
Senator Lautenberg is feeling better and hopes to be in Washington for gun votes, Caley Gray, a spokesman for the senator, said in a statement on Monday.

The vast majority of the GOP in the House of Representatives are not worried about the general election. The states did the redistricting from the Census so well that they still have the majority in the House. The vast majority of the GOP in the House of Representatives are worried about getting primaried from the right.
It is too bad that the founders didn’t put in an 80 year age limit for house, senate, executive, and judicial branches.
Some of those old farts are just treading air while their aides hold the power behind the scenes.

Lets start with registration. Heres the Machin-Toomey text.
(c) Prohibition of National Gun Registry.-Section 923 of title 18, United States Code, is amended by adding at the end the following:
(m) The Attorney General may not consolidate or centralize the records of the
(1) acquisition or disposition of firearms, or any portion thereof, maintained by
(A) a person with a valid, current license under this chapter;
(B) an unlicensed transferor under section 922(t); or
(2) possession or ownership of a firearm, maintained by any medical or health insurance entity..
The limit on creating a registry applies only to the Attorney General (and thus to entities under his direct control, such as the Bureau of Alcohol, Tobacco, Firearms, and Explosives). By a straightforward application of inclusio unius exclusio alterius it is permissible for entities other than the Attorney General to create gun registries, using whatever information they can acquire from their own operations. For example, the Secretary of HHS may consolidate and centralize whatever firearms records are maintained by any medical or health insurance entity. The Secretary of the Army may consolidate and centralize records about personal guns owned by military personnel and their families.
