Haha. I was reading it wrong, placing the yea before the name. Thanks... i truly thought the world had turned upside down there.

A "yea" vote is a vote for the resolution. The resolution is to NOT enter the treaty. Hence a "yea" vote is a vote for freedom.
I think.
That said, on multiple readings I can't figure out whether the vote "yea" or "nay" is placed before or after the senator's name. It's very confusing.
