I was a Congressional intern in undergrad and I never heard of any intern, working for a Republican or a Democrat, getting paid. Some did get small travel stipends to offset the costs of riding Metro, but that was it ... and those were very rare cases.
Interns are properly seen as office volunteers. Congressional offices can’t run without them (just like campaigns can’t run without volunteers) and as a taxpayer I have no issue with it.
This tends to be the way it is. Most internships in DC are not only for no compensation, but require the person to pay for all travel with the campaign on their own dime, including flying back and fourth from the district to DC, and for maintaining a residence in DC. They sometimes even charge for the opportunity under the table.
