That's my guess too. For certain it is a flimflam. Now don't get me wrong, this situation is serious but there are more players on this chess board than Nks. Where is the other hand?
It should never have gotten to this stage. The sequester was supposed to end life as we know it by now.

Just 3 years ago, South Korea raised their 15,000 ton warship from the bottom of the ocean after it was sunk by North Korea, killing scores of South Korean sailors.
Since then North Korea has continued to build up their military and missile technology.
South Korea did nothing in response.
