... Apparently, the guy was the owner who got foreclosed on. He was demanding utilities be turned back on.

Facts not in evidence.

One of the first procedures in these situations is to cut the power. He also wanted his cellphone and other services restored, which would not be in line with a foreclosure, IMHO!

His house may have been in foreclosure, however, and he just stressed and popped. Now, he is no longer involved in any foreclosure.

He is no longer involved in much of anything.
If you come to Gwinnett County, Georgia and start trouble, you lose.
Pretty much a guarantee.
