Never took a criminology class, but imo that is close...but not quite right. I think it was more a case of those who commit major crimes commit lesser offenses without a thought. People who have no regard for the law have no regard for ANY law. Instead of just issuing summonses to the "turnstile jumpers", the cops started verifying their identities. If that couldn't be done on the spot, they would be brought in. Solved a lot of older crimes and caught a lot of bail jumpers and parole violators.

Rahm probably can’t do it that way or many of their voters would be incarcerated.

Right. That’s what I was trying to say all along, but I wrote it this morning when I was not feeling particular well and was kind of feverish.

When I worked as a prosecutor in municipal court, it was brought home to me how some people just don’t think about the rules and lines of authors that most of us do.

Thanks for saying in a few sentences what I couldn’t in a paragraph! :)
