All the police did was cut off his access card. University authorities lied in their initial statement and claimed Holmes' access was cut off because he was dis-enrolling. Not so - they cut him off because of this report. But they didn't do anything else.
Both Holmes and Ebel should not have been on the streets and the only thing that would have kept them from killing was getting them off the streets. And it was government screw-ups and failures to act that put them out there.
