You might have a Cornus Kousa, Chinese/Korean Dogwood, which leafs-out first, and then blooms in early-to-mid-summer, so the flower buds follow leaf growth.

The Cornus Florida, American Dogwood, blooms in spring, and then leafs-out, so the flower buds are large and obvious, right now.

Do you remember what month the tree usually bloomed, in past years?

It blossoms first before the leaves. They’re white.
