Agreed and my understanding of these type is that the fuel is highly corrosive. You just don't fuel a rocket and let it sit there. De-fueling is real hazardous too.

Yes, yes, and yes.
There is a limited time the bird can sit fueled before the tanks start to corrode. De-fueling might be more hazardous.
Chances are, if they are fueled, they will be fired.
