Well I think of Bush as more of a Globalist rather than a Communist which is a difference of degrees rather than magnitudes.
I would rather it never come to a vote personally, the consequences of it passing are just to great to risk.
The treaty is in effect. The vast majority of nations have ratified the treaty and only a very few have not, to include Turkey, Syria, Israel, Iran, US, etc.
The US may not have ratified but still complies with the treaty.
