North Korea put its rocket units on standby on Friday to attack US military bases in South Korea and the Pacific, after the United States flew two nuclear-capable stealth bombers over the Korean peninsula in a rare show of force.
North Korean leader Kim Jong-un signed off on the order at a midnight meeting of top generals and "judged the time has come to settle accounts with the US imperialists in view of the prevailing situation", the official KCNA news agency said.
On Thursday, the United States flew two radar-evading B-2 Spirit bombers on practice runs over South Korea, responding to a series of North Korean threats. They flew from the United States and back in what appeared to be the first exercise of its kind, designed to show America's ability to conduct long-range, precision strikes "quickly and at will", the US military said.
The news of Kim's response was unusually swift.
"He finally signed the plan on technical preparations of strategic rockets of the KPA, ordering them to be standby for fire so that they may strike any time the US mainland, its military bases in the operational theatres in the Pacific, including Hawaii and Guam, and those in South Korea," KCNA said.
The North has an arsenal of Soviet-era Scud missiles that can hit South Korea but its longer-range missiles are untested. Independent assessments of its missile capability suggest it may have theoretical capacity to hit US bases in Japan and Guam.
The North has launched a daily barrage of threats since early this month when the United States and the South, allies in the 1950-53 Korean War, began routine military drills.
The South and the United States have said the drills are purely defensive in nature

KEDO announced November 21, 2003 that it would suspend construction of the two light-water nuclear reactors in North Korea for one year beginning December 1. The suspension came in response to Pyongyangs failure to meet the conditions necessary for continuing the project, according to the KEDO announcement.
.....North Korea reacted December 12 by announcing that it would restart the nuclear facilities governed by the Agreed Framework....the construction of the future light-water reactors was far behind schedule. The first reactor was initially slated for completion in 2003 but was not likely to be operational until 2008 at the earliest.”

It happened during the Korean War at the Battle of Chosin Reservoir when our troops trying to retreat didn't always destroy their food when abandoning broken-down trucks and other items. The Communist soldiers were so hungry that they defied orders, broke off the pursuit, and chowed down.
But let's not forget that the Communists, despite their starvation conditions, bitter cold, and lack of equipment, did succeed in driving the United States military out of North Korea and for a while recaptured Seoul.
Let's also not forget that as bad as things are for the Korean soldier, he's fed relatively well compared to a lot of civilians, and he probably thinks he's getting a decent amount of food. What we could consider starvation rations for Americans are what much of the world had as a normal diet until the modern era, and while it will stunt growth and keep people from peak performance, the human body can and will adapt to conditions.
Underestimating the effects of severe discipline, complete lack of accurate information (i.e., unlike what we faced in Iraq, they enemy soldiers hear no corrosive rumors of how tough America really is), and a culture of complete obedience to authority would be very unwise.
The North Koreans **ARE** quite capable of causing tremendous damage to South Korea, and while we certainly can turn Pyongyang into a sheet of smoky glass, defeating the North Korean Army would not be any sort of cakewalk. Even if our Special Forces decapitate the dictatorship and force a surrender without major fighting, reconstructing a reunified Korean peninsula would make the problems of reunified East Germany look minor.

Sure it can. The North Koreans have honeycombed a ridge north of the DMZ with hundreds of artillery and rocket batteries built to withstand aerial bombing. The NKs have a 170 mm self-propelled howitzer that can bombard Seoul using rocket assisted projectiles. These guns are aimed mostly at Seoul. They are protected by casements tunneled into the ridge. In a war they would emerge from the casement to fire and retreat back inside when threatened by counter-battery fire or aircraft. The North has a variety of vehicle-mounted multiple launch rocket systems, the largest of which is 300 mm that can easily hit Seoul and points south.
Despite the seeming impregnability of these firing positions the USAF has a strategy to neutralize the these cannon and rocket launchers within 48 hours after hostilities begin. This involves pulverizing the ridge with saturation bombing and burying the mouths of the tunnels with rock slides. North Korean artillery crews are known to have earth moving equipment inside the casements for this eventuality but Air Force planners believe repeated strikes on surviving batteries can kill most of them in two days.
Of course if the NKs decide to use chemical or biological agents the fracas moves to the next order of magnitude.

“Has there been any movement of North Korean troops and supplies to a forward position?”
Since NK moves troops and vehicles through huge, extensive, underground tunnels, any movement will be noticed when the tunnles open behind SK lines. This will happen after several million arty rounds land on Soul and so on.

It depends upon where you throw them. Launch 50 TLAM Block IV's into the Three Gorges Dam and China is done. China knows this. According to reports, it's unstable and ready to crumble anyway. It never should have been built.
