I read the article and apparently what needs to be done is TESTING....because Lord knows, if these poor people KNEW they were infected, they would stop being promiscuous...

and apparently, just telling them to KNOCK IT OFF isn't culturally sensitive...

its all 1984 again....don't tell the homos to stop having anal sex with every Tom,Dick, and Harry in the bathhouses...instead tell the whole USA population that we're the ones at risk and we should pay more taxes to the problem...
